Professor B. Ya. Sovetov opened the meeting, introduced the organizers, participants, invitees and announced the event program. The first presentation entitled "Current problems of IT education in the context of strengthening technological sovereignty in ICT" has been made by V.L. Makarov, President of the RUSSOFT non-profit Partnership of Software Developers, member of the Board of the Association of Computer and Information Technology Enterprises, member of the Expert Council at the Ministry of Finance of Russia, member of the Supervisory Board of the Russian Information Technology Development Foundation. The presentation caused considerable interest of the audience that received meaningful answers to numerous questions concerning the state of various segments of software used by educational organizations, as well as the existing risks and prospects of changing the software paradigm for the domestic education system.
Almost the same interest of the audience caused the presentation "The state and strategic priorities in the current training of developers for domestic information systems and technologies" delivered by B.Y. Sovetov, Academician of the Russian Academy of Education, co-chairman of the Scientific Council for Informatization of St. Petersburg, prepared jointly with Dr. V.V. Kasatkin, Scientific Secretary of the Scientific Council for Informatization of St. Petersburg, Deputy Head of the Postgraduate Department of SPC RAS. The presentation considered forming a flexible hybrid model of Russian education under external challenges and threats, improving and fostering professional training in information security.
The third issue of the agenda was considered in the presentation "Strategic directions of personnel training in the field of telecommunications" delivered by R.V. Kirichek, Rector of Bonch-Bruevich Saint Petersburg State University of Telecommunications, who identified as a strategic goal the development of conditions for forming highly demanded by the labor market digital competencies among students and outlined the priority areas of scientific research of the University as one of the flagships of IT education in St. Petersburg.
At the end, Z.K. Kondrashov, Director General of JSC NIIMA Progress, took the floor with a presentation "On technological sovereignty and prospects for the development of domestic radio-electronics" that clearly formulated modern trends, challenges and priorities for the development of the domestic microelectronic basis as well as for technological sovereignty growth points. At that an important suggestion was to consider the robotics industry be a driver for the development of technological sovereignty of Russian radio electronics.
The meeting participants approved the work plan of the visiting session of the conference and briefly discussed current organizational issues and topics in connection with the next joint meeting of the Public Council under the Committee on Informatization and Communications and the Scientific Council on Informatization of St. Petersburg, scheduled for the end of April 2023.
