A group of researchers from the St. Petersburg FederalResearch Center of the Russian Academy of Sciences (SPC RAS)and the Presidential Academy have developed unique algorithms fortransparent and automatedassessment of the success rate for the managers' careertrajectory. The development allows for analyzing the effectiveness of implementing the university educational programs, as well as personnel projects that involve various levels managers from government agencies, private companies, and corporations.

Currently, the effective work of companies and government institutions is assured by involvement of management professionals: managers, officials and executives of different levels. The said ensure the better performance of government functions and services, that directly affects the standard of citizens living and trust in government. Competent specialists help to optimize the management processes, what leads to cost savings and more efficient use of resources.

However, when selecting and training the managers, both private companies and government agencies face significant difficulties, including the lack of clear criteria for determining the success of a managerial career and how the efforts aimed at training managers are converted into their effectiveness and managerial success.

To solve this problem, researchers from the SPC RAS and the Presidential Academy have proposed an approach that allows for evaluating and ranking the quality of management training via digitizing their managerial careers.

"We have developed software that helps, based on the analysis of educational and career paths, to assess the success rate of employment of applicants for senior positions. This elegant career dynamics assessment solution is based on the RANEPA's unique classifier of managerial positions and our algorithm for analyzing a large array of open data about university graduates and their resumes. The application of our technology will optimize and automate the analysis of the career success rate for managers of government departments and private companies, and, thus, potentially improve the efficiency of the organization of the managerial work," says Maxim Abramov, Head of the Laboratory of Applied Artificial Intelligence of the SPC RAS.

Under the project, RANEPA scientists proposed to implement a special tool for an objective assessment of managerial careers – the classifier of managerial positions, which allows for comparing a variety of positions (representatives of federal and municipal authorities, state corporations, private companies, foundations, etc.) in a form of an objective numerical value.

Then, based on the classifier, researchersfrom the SPC RAS of Sciences developed a set of digital toolsfor the automated collectionand analysis of various types of informationfrom opensources about graduates of various universities. Data available from the top 15Russian universities included in the RAEX ranking in economicsand management were considered. In addition, informationabout the experience anddesired positions of graduates of these universities was collected from websiteswith resumes of the applicants looking for a job aftercompleting their studies. Tolearn the dynamics of managerialcareers, scientists took into account the time frame for various candidates to achieve positions. The data covered the periodfrom 2010- 2023,and scientists were interested only in thoserespondents whose entirecareer path could be viewed. 

Practical application of the approach revealed that graduates of the universities of interest differ in the dynamics of managerial career indicators. For example, specialists educated at the Financial University, RANEPA, Moscow State University, HSE and PRUE have higher values in the classifier of managerial positions than graduates of other universities. In addition, the researchers divided the universities under study into several groups, depending on the speed of movement up the career ladder and the maximum position level.

"The position level determination solution developed by a team of researchers serves as a reliable tool for those tasks where it is necessary to compare career dynamics in different management groups. An important feature is the automation of this process, which previously required additional rather in-depth research by "hands" of experts. In fact, for the first time, our approach allows to answer a question that can generally be formulated as follows: "Is it possible to compare career paths in the field of management?" After all, there are many organizations, many possible positions that seem incomparable. For example, can you assess what position is higher: executive director in a state corporation or head of a regional body of the Federal Tax Service? We have developed crucial rules that compare positions from various fields of management," said Ilya Sheburakov, Dean of the Faculty of Management Personnel Assessment and Development at the HSPA of the Presidential Academy. 

The proposed approach allows not only to run a comparative analysis of managers with different backgrounds, but also to evaluate the success of federal leadership training programs. Thus, the scientific group adapted the methodology to study the results of the "Leaders of Russia" competition. The analysis allowed to confirm the hypothesis of the study that the growth of the managerial career of the winners and finalists of the Leaders of Russia competition is significantly higher than that of those managers who did not participate in it.

The project is one of the areas of scientific cooperation within the framework of the SPC RAS – Presidential Academy Consortium, supposing the exchange of expert experience, as well as the development of joint interdisciplinary scientific and educational projects.
